          Hmm. The President has appointment power, but he can't just whisk in and declare an outcome. At least I sure as heck hope he can't.

          If he could, there would be no point in having pardon power. The President would simply issue a finding.

            It is an unanswered question as to whether a sitting President can be indicted on Federal charges. In Watergate the court did hold the President was subject to answering the subpoena of the grand jury, but that is as far as it went.

            After Nixon resigned there was a real question as to whether Nixon would be denied due process, the right to a fair trial, and the right to a speedy trial. These questions were of course renewed during the Clinton impeachment hearings.

              He can't declare an outcome, a very simplified argument is that he would essentially be charging himself, therefore he can't be charged.
