But as SCOTUS pointed out, if Congress wanted term limits on itself, it needs an amendment. While the odds of it gathering the necessary states to pass are good, it is unlikely that the amendment will garner 2/3 in both Houses.Originally posted by Kepler View PostCCT '77 & '78
