A foreign policy guideline for this administration and future administrations

one must always protect power where power is threatened; one must claim power where power is given away; and one must be taking power where no one holds power.

These private companies, in turn, have lobbied their respective state (and sometimes federal) governments for mandatory minimum sentencing, lessening of parole, and higher arrest/conviction rates, sometimes to the point of violating the Constitution even if by trickery, in order to keep the prisons full because they are paid by the person incarcerated. Some states, such as NY in 2000, have prohibited the use of private companies running prisons.
Gotta hand it to FlagDude on this one. Definitely something that needs a lot more scrutiny. I'm related by marriage to a pastor who runs the Faith and Character Based Program for prisoners in a large Southern state, and he told me something fascinating. Before that though, I should mention this guy is no flaming liberal. Forget about thinking Obama was born in Kenya or Indonesia. This guy thinks he was born in Kenya AND Indonesia, because the anti-Christ can do that!

Anyway, he was telling me how much more expensive it is to pay for your prison population when you abolish parole. In his estimation about 15% of the prison population are people who should never see the light of day again. For the other 85%, they're going to get out of prison at some point. So, how do you manage that. I believe he cited Pennsylvania as having almost the same # of prisoners, but paying out $500M more each year to house them. With no parole, there's less incentive to behave, so attacks on guards and fellow prisoners go up. Also with parole, you keep track of recent parolees, they get drug tested, etc. If someone serves out their full sentence and leaves, you have no idea what they're up to afterwards. I'm curious if abolishing parole has some financial incentive behind it for these private prison operators...

Longer stays and higher recidivism. Also, the more incidents during incarceration the more "special security services" the operator can bill the government for. The thing's a total scam -- it's the industrialization of the 1940's Mississippi prison farm system. Essentially, slavery. Same target group, too. Aint free enterprise grand?

As much as this concept makes conservative heads explode, there are some things that should not be operating on a for profit basis, because the emphasis to cut costs in order to pay shareholders gets in the way of the mission. You wouldn't want to outsource law enforcement for example. Nor national defense, the food and drug administration, etc. Prisons are another one.

"Law enforcement" is already outsourced, in case you haven't noticed the numerous private security forces out there. National defence is also already outsourced; perhaps you haven't heard of the Military Industrial Complex? Food and Drug indirectly through lobbying, especially by Monsanto.

Hey now, at least service work, such as farming (unless you're talking about a different definition of farming) has some merit. Put it this way: You can either spend $50,000 a year for a dude to twiddle his thumbs in an 8x8, or you could at least have a shot at showing these prisoners how to be a productive member of society, possibly even giving them an opportunity once they are again square with the house. The trick is to not create dependence, which results in these school-to-prison paths and whatnot.
