                        Another implementation problem: self-insured plans (often with catastrophic stop-loss coverage from a commercial insurer) have different rules. Typically only firms with over 100 employees would consider self-insurance. However, some health insurance companies also provide third-party administrative services for self-insured plans and they are now offering those services to companies in selected industries with less than 100 employees. So some smaler companies with younger, healthier workers might now look seriously at self-insuring their plans, which of course would then remove their workforce from participation in the insurance exchanges. take younger healthier people out of the exchanges, and what do you get? higher premiums for those who do use them, of course.

                        the people who wrote this law were not only arrogant, they must also have thought everyone else was really stupid too.

                            One of 50. What works in MA (including welfare payments to those who have gone to the great beyond), may not work somewhere else.

                                I'm not familiar with the details of MA law so I wouldn't know. Does the MA law allow employers to self-insure with high-limit stop-loss coverage?

                                Furthermore, how does MA law treat local offices of companies that are headquartered elsewhere? Perhaps different rules apply in that case?

                                and perhaps you can explain to us why so many articles about MA experience say that in practice it turned out to be more expensive than predicted at the outset, while covering fewer people than projected?
