Yes, most certainly, but that doesn't fit the question since the only other recruit that year, Glenn Coupal, certainly didn't have anywhere near 100 points.

Matt Murley in 1998 was 49-56-70-126-203. Andrew McPherson may also have had 100 points, but I don't have the data. They may also have both been league leaders.
McPherson had 61 points in 61 games in the MJHL. He was an all-star, but I highly doubt he led the league in scoring. Both Malchuk and Kevin Broad had higher point totals in the same league.

The last 100-point scorer (even Pirri only got to 94 points, albeit in 44 games due to the World JrA challenge) that I see was Murley with Syracuse (EJHL) in 1998. Heisenberg's 1999 link does not work, but I don't think Cavosie topped 100 points with Albany Academy's short-ish season for 1999. I remember previously getting really psyched about guys like Jonathan Ornelas and Jake Morrissette, who scored ~1.5 points per game in similar leagues to JL and MN. Neal and JL are 2+ PPG scorers in Juniors, which we simply have not seen at RPI since we scooped Murley, Cavosie, Tapper, and, more recently, Polacek (64 points in 26 games).*

Also, don't forget about Zach Schroeder, who is scoring at a similar rate to Polacek on a far, far less stacked team (and appears to be on a steeper upward trajectory than Polacek, who was pretty polished by his senior year in HS).**

*Polacek scored 64 points on 185 team goals. (~35%)
**Schroeder, right now, has 28 points on 75 team goals. (~37%)

That's what the boxscore says. The OJHL has some very poor teams. Collingwood is one of them. Looking at who scored for Stouffville in the third period, it wouldn't surprise me if players like Neal didn't play much. (He did get a penalty in the 3rd period, so he did get some ice time.) Adam Vandersluis had 3 points in the third period and has only 8 so far this year, although he has only played in 13 games.

Edit: Also Collingwood's goalie who they put in for the 3rd period saved only 2 of the 7 shots he faced in the third period.

Edit*2: Stouffville's goalie played earlier this year for Collinwood.
