In-season tourneys can use the novelty of the shootout if they want (though I still loathe it and think they could use GF as a tie-breaker if need be after the OT). Post-season should, and does, use the full OT or multiple OT's and that's fine by me.
What in season tourneys use it besides the Alaska one?

I know the Beanpot is full OT.

How do you use goals for as a tiebreaker to a tied game?

I think they should use goals against.

The Shillelagh Tourney uses the shootout after the OT.

GF for the entire tourney. Two game, total goals. (The WCHA used to do this for playoffs a long time ago.)

"Why, as a matter of fact, I suggested starting a hockey program to Father Callahan, our president. He was downright interested until we came to the use of sticks, and then he threw up his hands. He said, 'No, that game is not for our University. Notre Dame will never endorse any game that puts a club in the hands of an Irishman.' " -- Knute Rockne: All American

The RPI tournament (thanksgiving) uses 5 minute overtime, the game then goes down officially as a tie, and a shootout is played.
