Conn is listed as the 191st ranked 2004 by NZ.

From the USHL Showcase in November:
Conn is a big-bodied reliable defenseman out of Colorado Thunderbirds organization who played with the MN Wilderness last season for his first year in junior. He comes to the USHL this year as rookie and was adjusting to the pace of play as a bottom pair physical presence defendere but he used his size and strength to protect his net front and keep pucks in at the offensive blue line. He’s fairly mobile for his size and has a long sturdy stick to break up passes and take away passing and shooting lanes. Where he’ll need some refinement is his decision making away from the puck; he was aggressive sometimes on pinches or stepping up against zone entries when he should have played it more conservatively not having the numbers and then there were times where he should step up and challenge the puck carrier and he played a loose gap so some improved situational recognition would go a long way in his game. He’s simple with the puck he didn’t turn it over much but he was too quick to go up the boards instead of trying to find the direct pass especially on the breakout. What stood out was his physicality and his focused defensive zone play keeping his head on a swivel picking up bodies at the net front and pinning opponents to the boards below the dots. Tough to play against but raw in a few areas mainly his puck play and decision making but those will both likely come with more time and experience at this level. Grade: B-

A scouting report on him from NZ, from October 2022.
James is an elite puck-moving defenseman with effortless mobility and strong decision-making. He controls the puck with such patience and poise never panicking under times of stress or forcing pucks to any bad areas. He is able to skate his way out of any situation with his smooth mobility and attacks north with his head up. James makes plays from the back end snapping accurate passes up ice to spring his forwards into odd-man rushes or using his legs to drive the rush and create a chance. In one play he drove the puck wide drawing in two defenders than from the wall was able to spin from contact and make an accurate cross-ice pass to his driving forward for a mini 2-on-1 chance. He has eyes in the back of his head and senses pressure to then jump to open ice. He notched an assist as he had a clean zone entry beat the defender wide and drove to the net to try to stuff a puck in from below the circle with a rebound landing right on his winger’s stick for an easy empty-net finish. James takes smart angles to puck carriers sealing off any space they think they have and makes smart body contact to separate them from the puck.
