I'm sure this has been brought up before, but I'm just interested if some official out there has an explanation of the interpretation (and I'm not opining one way or another). Where do you draw the line between a penalty and embellishment? Put another way, if it's blatant enough to call embellishment, then how can you be sure it's a penalty in the first place? Conversely, if it's an obvious penalty (and blatant enough to be called), what difference does the embellishment make? Just wondering...
Agreed 100%. It really should be either/or. It's become an officiating cop-out IMO.
