When does he have to commit?

Right before, or right after, he registers for classes the year he's going to play college hockey (if he does).

Early signing period is November 9, 2011 to November 16, 2011


Regular signing period is April 11, 2012 to August 1, 2012

That assumes he signs a LOI. He could show up on campus and register in any school where he is accepted, and he'd likely still get a scholly, especially if he made a quiet phone call to the coach (or mentioned it over dinner some night ).
