2) be in contention for league and national titles in most years and/or over multiple decades
3) have top-notch facilities and serious money behind the program
There may be other criteria others would add. But these criteria would apply to schools like BC, BU, UND, Michigan, DU, Minnesota, and Wisconsin.

So, about St. Cloud. If St. Cloud loses its conference affiliation with UND, would your school refuse to play them?
