I think that 28 points is a reasonable number to need if you expect home ice. You also have to hope for the league to be fairly even top to bottom if you can't get 28 pts. When the bottom three or four teams suck, it takes more points to get home ice because the teams at the bottom are not winning their share of points. If we look back the last ten years, only once was a team able to obtain home ice with less then 28 league points. The 2001-02 the Badgers finished 5th with 27 points, but is should be noted that 6th, 7th and 8th place all had 24 points each putting a lot of points in the bottom half of the standings, thus requiring less to secure home ice. It seems logical that on average you have to earn 50% or more of the available points to finish in the top half.
In fact the highest total ever required to secure home ice would have been 30pts in 2002-03 when the 6th place team finished with 29. (The 5th place team had 32.)
Season / Pts for last team to secure home ice / Pts for highest placing road.
(Note this is 5th / 6th place until last season when it became 6th / 7th, but there were always a possible 56 points)
