You did not specify who achieved the 82% GSR; all college students, college athletes, college hockey players, all college hockey teams from all divisions, Division I post-season playoff hockey teams? The devil is in the details. No matter.

Federal regulation of financial markets was all but suspended for a decade with the assumption that fianancial markets would regulate themselves. That didn't work out. At all. The NCAA has demonstrably suspended regulation of financial and academic requirements in college hockey. Apologists promise that colleges with hockey teams will regulate themselves. Now take you solution and and apply it to the financial (i guess 75% is good enough for you but not as a GSR) markets.
